1. CrossBoundary Energy Access Platform has received a grant from the African Development Bank (AfDB) to accelerate the adoption of electric productive use equipment across its mini-grid sites through its Productive Use Appliance Financing Programme (the PU Programme). Access has secured a US$ 1m capital grant from AfDB to support more than 900 customers in switching from diesel-powered equipment to electric equipment. For this contract, Access shall process the payments using the Special Account disbursement method, as defined in AfDB’s Disbursement Guidelines and procedures for Investment Project Financing.
2. CrossBoundary Energy Access Platform now invites sealed bids from eligible bidders for the supply of productive use equipment. The scope of the bids includes details such as equipment types, quantities, delivery locations, and timelines. Full specifications and requirements will be provided in the bidding document.
3. Bidding will be conducted through the Open Competitive Bidding (International) (OCBI) method as specified in AfDB’s latest Procurement Framework (October 2015), and is open to all eligible bidders as defined in the Procurement Framework.
4. Interested eligible bidders may obtain further information from Access through the Procurement Consultant via consult[@]thevaluechain.co.ke (with cbeadealteam[@]crossboundary.com in copy) and access the bidding document during office hours (09:00 to 17:00 EAT) via the address provided in section 9 below.
5. The bidding document in English may be obtained by interested eligible bidders upon the submission of a written enquiry to the address provided in section 9 below.
6. Bids must be submitted electronically to the address provided in section 9 below on or before 31 March 2026 at 11:00 a.m. West African Time. Late bids will be rejected. Bids will be publicly opened at 11:30 a.m. West African Time, in the presence of the bidders designated representatives, and anyone who chooses to attend via the Teams Meet link provided in the bidding documents.
7. All bids must be accompanied by a Bid-Securing Declaration in the format provided in the bidding document.
8. Attention is drawn to AfDB’s Procurement Framework, which requires the Purchaser to disclose information on the successful bidder’s beneficial ownership as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form included in the bidding document.
