1. CrossBoundary Energy Access Platform (Access) has received financing from the African Development Bank (AfDB), hereinafter referred to as “the Bank”, toward the cost of the Productive Use Appliances Financing Programme (“the PU Programme”) and intends to apply part of the proceeds toward payments under Call-off Contracts to be awarded under the Framework Agreement resulting from this bidding process for the supply of productive use appliances and related services. For this contract, Access shall process the payments using the Special Account method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing.
2. Access now invites sealed Bids from eligible Bidders for the conclusion of single user, multi-supplier Framework Agreements, with up to three (3) Suppliers, for the supply of Productive Use Equipment, including estimated quantities, locations and delivery periods, as described in Section VII, Schedule of Requirements. The Framework Agreements will establish the terms, Base Prices and procedures under which the Purchaser will award Call-off Contracts for the Goods during the Term of two (2) years. Bidders are advised that Call-off Contracts will be allocated among the Suppliers by direct call-off in accordance with FA-4.5 to FA-4.12 of the Appendix to Section I and Schedule 3 to the Framework Agreement, on the basis of declared regional coverage and the lowest aggregate Base Price, and that no Supplier is guaranteed any Call-off Contract. The quantities stated are estimates only; the conclusion of a Framework Agreement will not impose any obligation on the Purchaser to purchase any minimum quantity of the goods.
3. Bidding will be conducted through the Open Competitive Bidding (National) (OCBN) method, as specified in the Bank’s Procurement Framework dated October 2015, and is open to all eligible bidders as defined in the Procurement Framework. This bidding process is the Primary Procurement for the conclusion of a Framework Agreement with the successful Bidder.
