
Transaction Advisory on a Leading Investment Mobilization Platform for Clean Energy in South Asia

About the Client
The South Asia Regional Energy Partnership (SAREP) was a flagship USAID program designed to advance the U.S. Government’s Clean EDGE Asia initiative. The program aimed to improve access to affordable, secure, reliable, and sustainable energy across six countries, Bangladesh, Bhutan, India, Maldives, Nepal, and Sri Lanka, by strengthening energy systems, accelerating private sector investment, and supporting national energy-security goals.
Engagement
CrossBoundary Advisory supported SAREP to identify and facilitate investment-ready clean energy opportunities across South Asia, with a particular focus on India’s electric mobility ecosystem. As transaction advisors, CrossBoundary Advisory was responsible for designing and implementing the Clean Energy Investment Facilitation Platform (CEIFP), a digital platform developed to bring high-potential transactions to market and match them with relevant investors. In addition to curating the CEIFP pipeline, CrossBoundary Advisory provided full transaction support to two e-mobility deals in India and helped operationalize investor engagement through both virtual and in-person deal rooms.
Approach
CrossBoundary Advisory’s work under SAREP involved a dual-track approach: (1) designing the CEIFP to match capital seekers and investors across the region and (2) delivering targeted transaction advisory support to mobilize capital for high-impact clean energy deals. Activities included:
Investment landscape research: Produced a report outlining barriers and opportunities for investing in India’s electric mobility sector.
Investor and capital seeker alignment: Established and finalized pre-screen criteria and fit-checks to guide CEIFP participation for both companies and investors.
Pipeline development: Built a pipeline of 50 transactions through market outreach and issuance of RFPs; identified 24 investable clean energy opportunities with a total funding need of $1B.
Shortlisting and profiling: Evaluated and prioritized the top 25 transactions with a cumulative value of $1B; developed detailed profiles for inclusion in the CEIFP virtual deal room (VDR).
Platform deployment: Uploaded profiles to the VDR and distributed deal snapshots to over 15 investors to invite expressions of interest.
Promotion and matchmaking: Organized a live promotional event to launch the CEIFP and facilitated a deal room that hosted over 150 one-on-one meetings between 25 investors and 24 investees.
Transaction execution: Provided end-to-end advisory on two landmark e-mobility transactions in India, supporting structuring, investor outreach, and capital raise documentation.
