General procurement notice

CrossBoundary Energy Access Platform has received a grant from the African Development Bank (AFDB) to accelerate the adoption of electric productive use equipment across its mini-grid sites through its Productive Use Appliance Financing Programme (the PU Programme). Access has obtained a US$ 1m capital grant from AFDB to support more than 900 customers in switching from diesel- powered equipment to electric equipment.

The principal objective of this grant is to lower the upfront deposit required from customers purchasing electric equipment on a lease-to-own basis to enable them to make the switch from diesel-powered appliances. Procurement of goods and consulting services under this project will be carried out in accordance with the African Development Bank’s Procurement Framework. Open Competitive Bidding (OCB) will be used for the procurement of goods and related services, while Quality and Cost-Based Selection (QCBS) will be applied for the engagement of consulting firms, specifically for data collection services.

The project includes procurement of goods and consulting services, all of which will be financed by the African Development Bank under this grant. These activities will be carried out in accordance with the AfDB’s Procurement Policy for Bank Group Funded Operations, dated October 2015, which is available on the Bank’s Website at https://www.afdb.org/en/projects-and-operations/procurement/new-procurement-policy. Bidding documents are expected to be available in August 2025.

Major procurements under the project include:

  1. Goods: Productive use equipment, including but not limited to new and retrofit grain mills, rice milling machines, cassava grating machines, oil expellers, welding machines and electric motors, as well as sales and logistics support services
  2. Consultancy services: Provision of data collection and reporting services
