Smart Metering for Mini-Grids in Africa – Costs, Challenges and Sustainable Solutions

New research from CrossBoundary’s Mini-Grid Innovation Lab examines the cost and performance challenges facing smart metering for mini-grids in sub-Saharan Africa and identifies potential pathways toward a more sustainable market.
Smart meters are a core part of mini-grid business operations. They allow developers to bill customers and monitor consumption remotely, while giving funders independently verifiable data on site activity. But the current model is under pressure.
Metering costs remain high relative to the revenues generated by many low-consumption connections, while performance and reliability challenges continue to affect operations. At the same time, slower-than-expected mini-grid deployment has weakened the business case for specialist meter providers.
The collapse of the smart-meter companies that helped build and sustain the market has brought these issues into sharper focus, leaving approximately 250,000 connections at risk and forcing the sector to determine what comes next. In response, A2EI, EnAccess, and NRECA, with support from AMDA and OpenAMI, are implementing a two-track response to stabilize existing infrastructure and develop a longer-term open metering system.
This Innovation Insight explores what a minimum viable product for mini-grid metering could look like and how it could be deployed sustainably. Drawing on more than 35 stakeholder discussions across the sector, the report identifies several pathways that could be pursued in parallel to reduce risk and improve long-term sustainability. These include:
- Developing open-metering options supported by grant funding (in progress)
- Increasing local production of metering solutions
- Aggregating demand to improve procurement economics
- Exploring revenue and cost-offsetting mechanisms such as I-RECs and cross-subsidies
- Reducing import duties and other costs that increase the price of meter hardware
