About the Client
The Transaction Advisory Fund (TAF) is the U.S. government’s “rapid response” transaction advisory program, managed by the State Department and USAID to provide financing for project preparation in strategic sectors in the Indo-Pacific, Western Hemisphere, and Africa.
Engagement
CrossBoundary Advisory developed a three-stage screening process to prioritize transactions for TAF support in collaboration with USAID leaders in DC and regional missions. We identified high-priority projects for TAF support through stakeholder engagement with all relevant government ministries (e.g., Power, Roads, Telecom, Ports, Airports, etc.), donors, private sector players, and existing government databases. We applied the prioritization framework to finalize the shortlist and further engaged with the stakeholders as needed to develop detailed scopes of work for implementation.
Approach
To support the U.S. government’s Transaction Advisory Fund (TAF) in identifying and prioritizing high-impact infrastructure transactions, CrossBoundary Advisory designed and executed a collaborative, multi-stage project screening process:
Framework development: Established a three-tier screening protocol for TAF project evaluation in partnership with USAID leadership across DC headquarters and regional missions.
Opportunity identification: Executed multi-stakeholder consultation across government ministries, donor organizations, and private sector partners to identify priority TAF opportunities.
Project selection: Applied the structured prioritization framework to determine a final shortlist of projects and develop detailed implementation scopes through targeted stakeholder engagement.
