About the Client
The NDC Partnership brings together more than 200 members—including over 115 countries and 80 institutions—to accelerate climate action aligned with the Paris Agreement and the Sustainable Development Goals (SDGs). Through its Checklist Pilot Program, the NDCP supports governments in mobilizing financing and technical assistance to implement their Nationally Determined Contributions (NDCs).
Engagement
CrossBoundary Advisory was engaged by the NDC Partnership to design and operationalize a structured process for identifying and advancing investment-ready climate projects across six partner countries: Morocco, Nigeria, Uganda, Laos, Vietnam, and Colombia. The engagement focused on developing national pipelines of fundable projects aligned with each country’s NDCs, and strengthening coordination between government stakeholders, technical partners, and the private sector to accelerate capital mobilization.
Approach
CrossBoundary applied a phased methodology to support project origination, refinement, and investor engagement. The 8-month engagement was structured to enable in-country ownership while drawing on global best practices in pipeline development and transaction facilitation. Key activities included:
Country Launch & Prioritization: CrossBoundary worked closely with government focal points to establish country-specific project selection criteria, prioritize NDC-aligned sectors, and identify relevant public and private stakeholders for engagement.
Initial In-Country Workshops: CrossBoundary led launch workshops in each of the six countries to introduce the pipeline development process, gather initial project concepts, and validate national and sectoral priorities with key government and ecosystem stakeholders.
Technical Backstopping: Provided direct support to country teams in refining project concept notes, ensuring alignment with both national climate priorities and international investor expectations. This included supporting the completion of NDCP’s standardized project templates.
Follow-Up Engagement: Facilitated second-round in-country workshops to deepen project scoping, strengthen project narratives, and fill remaining gaps identified by stakeholders during the initial phase.
Strategic Recommendations: Developed tailored reports for each country, outlining prioritized sectors, high-potential projects, and recommended next steps to advance implementation. Each report included investor-readiness assessments and sector-specific investment insights.
Transaction Origination and Matchmaking: CrossBoundary helped connect project sponsors with relevant investors and financing partners, laying the groundwork for mobilizing private capital and de-risking mechanisms.
Results
Identified over 120 climate-related projects across the six countries, spanning sectors such as urban resilience, clean transport, reforestation, circular economy, and green hydrogen.
